The Gulf Comprehensive Center will provide technical support and consultation services to the Bureau of Standards and Instructional Support (BSIS) and Just Read Florida! Office (JRF!) at the Florida Department of Education (FDOE) to build their capacity to conduct reviews of elementary reading and mathematics intervention programs based on ESSA (Every Student Succeeds Act) Levels of Evidence as per House Bill 7039 of the 2024 Florida Legislature. The project team in collaboration with its state partners expects to achieve the following short-term (1 year) outcome as described below.

- Increased capacity of FDOE staff from BSIS and JRF! to conduct reviews of intervention programs in reading and mathematics and determine their level of evidence in accordance with ESSA Levels of Evidence guidance
