The Gulf Comprehensive Center (Gulf CC) will assist the Mississippi Department of Education (MDE) with strengthening leader effectiveness through State Superintendent Dr. Lance Evans’ new Mississippi Leading Education Achievement in Districts and Schools (MS LEADS) initiative. The project will support finalizing and implementing the revised Administrator Growth Rubric, facilitating the alignment of the state’s common leader preparation candidate assessments to the revised MS Administrator Growth Standards. In addition, Gulf CC will assist the state in aligning leadership development, effectiveness, and retention programs from the school level to the district level based on current research and national best practices. The project team in collaboration with state partners expects to achieve several short-term (1 year), medium-term (2-3 years), and long-term (4+ years) outcomes as described below.
Expected Outcomes
- Short-Term Outcome
- Increased knowledge and understanding of evidence-based leadership practices for MDE and stakeholders to retain and support teachers to use evidence-based instructional practices, as measured by stakeholder surveys
- Medium-Term Outcomes
- Increased capacity to support administrator effectiveness through implementation of an Administrator Growth Rubric and common assessments for leader preparation candidates aligned to current educational leadership research
- Increased understanding of current national best practice and research and the ability to apply that information to revise state policy
- Increased capacity to support administrator effectiveness through implementation of an Administrator Growth Rubric and common assessments for leader preparation candidates aligned to current educational leadership research
- Increased capacity to support the Administrator Growth Rubric launch and implementation as measured by Gulf CC stakeholder surveys
- Increased capacity to prepare and support new principals through the Orientation to School Leadership (OSL) requirements
- Increased capacity to communicate with the field and public about MS LEADS
- Long-Term Outcome
- Improved administrator practice and supervisor/faculty satisfaction with the revised Administrator Growth Rubric and leadership common assessments, as measured through survey feedback
