The Gulf Comprehensive Center (Gulf CC) will partner with the Mississippi Department of Education (MDE) to support English learner (EL) achievement in Mississippi schools. The first objective is to build teacher and leader capacity to use and respond to data. This work focuses on the implementation and scaling of the District Self-Assessment Toolkit developed in partnership between the MDE and the Council for Chief State School Officers (CCSSO). The toolkit allows educators to use data to develop a system improvement plan that maximizes learning opportunities for English learners. The second objective involves codeveloping guidance for districts and schools on evidence-based practices for identifying and serving English learners with disabilities. The third focuses on supporting MDE with developing plans and a timeline for responding to feedback from its State Assessment Peer Review submission, which focuses on Critical Element 1.2 – Coherent and Progressive ELP Standards that Correspond to the State’s Academic Content Standards. The project team in collaboration with state partners expects to achieve several short-term (1 year), medium-term (2-3 years), and long-term (4+ years) outcomes as described below.

- Increased state- and district-level capacity to use data from the state’s district self-assessment toolkit for selection, implementation, and continuous improvement of language programs, practices, and high-quality instruction for ELs
- Increased teacher and leader knowledge of evidence-based practices and programs for ELs
- Increased state, district, and school leader capacity to select, implement, scale, and sustain evidence-based language assistance programs, practices, and instruction for ELs

- Increased state and district capacity to scale the district-EL Toolkit
