The Gulf Comprehensive Center (Gulf CC) will assist the Mississippi Department of Education (MDE) in supporting the state’s Districts of Transformation—districts that have been taken over by the State due to persistent academic and/or financial failure. The assistance will focus on codeveloping a playbook to support district superintendents in the execution of their roles and responsibilities within the Districts of Transformation. It will also include providing consultation and support for school-level professional learning initiatives aimed at improving school culture and instructional outcomes. The project team in collaboration with its state partners expects to achieve the following short-term (Year 2), medium-term (Years 3–4), and long-term (Year 5) outcomes as described below.
Expected Outcomes
- Short-Term Outcomes
- Increased interim superintendents’ knowledge and understanding of MDE expectations—including instructional leadership, school culture, and the eight performance standards—for driving improvement in Districts of Transformation
- Improved MDE knowledge and understanding of impactful professional learning strategies for school-level instructional improvement and cultural change
- Increased MDE knowledge and understanding of research-based and promising practices for States to manage school and district takeover
- Medium-Term Outcomes
- Updated and established policies and criteria for Districts of Transformation to exit transformation status
- Improved interim superintendents’ ability to effectively lead their districts in developing and implementing a corrective action plan that leads to growth and improvement
- Established and implemented scalable professional learning structure to strengthen and support underperforming schools within Districts of Transformation
- Long-Term Outcomes
- Demonstrated improvement of Districts of Transformation and the start of the process of exiting state takeover
- Fostered improved outcomes by school-level instructional leadership teams for students through enhanced instructional and cultural leadership
